Texture lock won't fix the problem.

Just open the RMF with the prefab, select the whole thing, copy it, then paste it into the map you want to put it in. Viola. Prefab without the hassle.

no if controlled the oil we would sell to us for cheaper and more to everyone else. Did you mean "if we" controlled the oil? Or someone else? And selling less locally and more internationally would lead to arbitrage, theoretically evening the prices out to the same + the cost to transport...
