You don't need a server to use world edit, you can install Single player commands on the client. It has worldedit and a few other thingies.

But as techie said you can just send him the map...

I've had the same problem from time to time...not the school problem, just not being able run games while offline, seems like Steam just like to be a bitch on occasion. I'm guessing restarting doesn't help...also you're at school you should be learning, not polluting your mind with video games...

I hope they ditch the stupid DRM...and GFWL, and supports real controllers, and lets you have more control over you key assignments, and video settings...but since it's Rockstar it's likely going to suck.
