i can tell you now, they aren't fun.
trust me, i've played a mach where HALF my team was a civillian.
the only thing they can do is get shot.

i googled it and it, aparently, is a hidden class copied from wiki: The Civilian is the hidden tenth class of Team Fortress 2. He can be selected by typing "join_class civilian" (No Quotes) into the console upon joining a game. He uses the Scout's model frozen in a neutral standing positio...

last game there were a couple of un-animated scouts.
they call themselves "civilians" (i'd say target practice is a more suitable name)
