a good example of intelligent funny shock value would be The Day Today - that show is shocking in a similar way but actually very funny at the same time.

here's just a random clip of The Day Today, it's not as in your face with weird shit as it sometimes is but i think anyone can see the difference - the tim and eric stuff i've seen (unless it's just going over my head and too sophisticated for me) seems to be trying to shake up viewer expectations about tv but with very little value - weird edits, depiction of surreal behavior, etc. but that's it. TDT has that stuff but really good comedy too.

it's relatively easy, if you have the courage, to do what T&E do. it's much harder to do that while actually being funny

reminds me of the argument about norm mcdonald's bit where he tells bad jokes. i think i get what he is trying to do but he's aiming at a very easy target - herp derp standing on stage telling jokes is weird. then look at albert brooks doing the same thing but brilliantly satirizing comedy WHILE actually being super funny.

in this example he's making fun of ventriloquist acts while actually doing a funny ventriloquist act himself. that's why he's a genius and norm mcdonald is a stupid unfunny douchebag

it's useless to argue whether Tim and Eric are funny or not. It appeals to different people. You can find it funny and others won't. This is so much an eye of the beholder show.

if i want to laugh, i'll watch a comedy

Tim and Eric are worse at shock than WS and worse at comedy than most comedies

have i made my point yet or do i need to keep beating this dead horse?

just stop beating the dead horse, you're not going to convince anyone that it's suddenly not funny it just seems pointless. Like I said, there are some that will find it funny and those who won't and that won't change.
