Lonesome Road and Dead Money were the worst, IMO. Lonesome Road was just underwhelming and had a less than engaging story and Dead Money was literally running in circles and shooting guys that didn't die unless you crushed their head. So. Lame.

Dead Money's strength was in its (excellent) storytelling, what with the terminals spread around the ruins and talking to the companions you get. It gets better, I think, when you actually get to head up to the casino. The parts in the Villa weren't bad, either, though they did get tiring after a while, especially when you find out that you have to walk all the way back after activating the gala midway through. Fuck that bit. Exploding the ghost peoples' limbs with throwing spears was very satisfying throughout, however, even if they were/are useless outside of VATS.
Lonesome Road is okay, but it's very linear and is more or less a long gout of dungeon exploration interspersed with the occasional conversation or terminal log, with only a handful of chances to wander off the path the game wants you to take through it. It does offer some very nice closure to the overarching story of the DLCs, which mostly comes in the form of finally being able to talk to the man that was literally behind everything that happens before the game begins, including the sack of New Canaan and directing Father Elijah to go meet his fate at the Sierra Madre. Once you piece his story together from what you find spread around he becomes a pretty damn interesting character.
Honest Hearts is probably the weakest of all of them, to be honest. The tribals (including the New Canaanites) are boring as all get out and the enemies are either a scaled up version of a monster you've fought gazillions of times before or generic dreadlocked tribals with tommyguns and shishkebabs. The only high point of the DLC is the Survivalist's journal logs, which you slowly piece together from about half a dozen different terminals spread across as many caves. They were really the only thing keeping me in Zion any longer than what I needed to, as the majority of the new items and quests are fairly unexciting, from the laser pistol that knocks people out instead of killing them (yawn) to the less-exciting-than-they-should-be M1911s. Even the actually pretty neato unique service rifle that you find by the old guy's skeleton doesn't make it any better. The exploration isn't as interesting as Dead Money or Old World Blues (nor really as rewarding) and it doesn't really do anything to tie it into the big story arc the game has going on in all of the DLCs. There's only one thing really worth doing (going on the scavenger hunt that is finding the Survivalist's terminals) and that becomes a lot less interesting on a second playthrough.

Say what you want about Honest Hearts' story line and monotonous NPC interactions, but the scenery was breathtaking and a nice break from the drab, run down wasteland.

Major points for me when it comes to Old World Blues was the comedy aspect. The commentary by the doctors and Mobius was funny, and the conversation with your own brain made me chuckle. The talking appliances made ma laugh too, especially the switches and the toaster. It reminded me of Portal (robot overlord tells brain dead(in this case lobotomite)person what to do), and the laughs were on par with it.
The quests felt bland. Since the doctors can't leave the think tank, you have to do EVERYTHING, even if that means going far as fuck into dangerous territory for a dog bowl. It felt like a lot of fetching, and the Big Empty, to me, was a bland wasteland of black dirt.
The loot was great, though. Key weapons include the Cyberdog Gun, Elijah's Advanced LAER, and the Protonic Inversal Axe. Much of the weapons are EMP weapons, so they're great for fighting robots and Power Armored enemies. As for apparel, the Stealth Suit was a break crom the normal quests, as you had to go through multiple testing chambers for upgrades. On top of the great stats it has (better than the Dead Money Assassin Suit) it talks!
All in all,
Good Story, bad questing, great loot.
