Then there wouldn't BE overheal, 100% means you'd stop at max health. Default overheal is 150, we have it at 200.

Oh don't be pedantic. 100% of what is regular overheal is 0.5x max health. 200% is 1.0x max health. TECHNICALLY CORRECT.

Without double overheal it would be hard to justify playing medic, unless a heavy main poped up.

How does that statement make any sense? In normal, non-modified TF2, medic is the most important class.

Does anyone else remember that time Valve used the TF2 beta to test things? And how they figured they'd test how the game would work out if every class had double health? And they decided it made the heavier classes, particularly, you know, Heavy, way too OP?

Look, the real problem is heavy with double overheal. It's just basic math. Assuming an optimal situation:

Things that can kill a 450 HP Heavy in a single clip: Soldier, Demo, Heavy, Pyro, Engy, Sniper, Spy

Things that can kill a 600 HP Heavy in a single clip: Heavy, Pyro, Spy.

That's the main thing double overheal breaks. For every other class, double overheal is just a bit more health advantage. For heavy, it removes one hard counter outright and severely gimps other classes in ability to kill him by forcing reloads.
