Due to CS:GO and IP addresses, css is now on css.joe.to:27016, instead of css.joe.to:27015
steam://connect/css.joe.to:27016 should get you there. At least until the great DNS change of 2012, AKA, the end of the world.
CSS has a new port: css.joe.to:27016
