How To? - put website ads inside maps using sprites?

Because there is no precompile? :)

If what you mean is "Why can't I add/remove NIPPER's sign" it is because you cannot add or subtract brushes without having to change the VIS and RAD.

To ad the sprite, decompile the st00pid map, add a sprite entity, and make that sprite what you want it. MAKE SURE YOU BACKUP THE MAP!!! Now recompile it with CSG, but only the ents. Make sure the regular BSP is in the same directory as the map. DO NOT RUN VIS OR RAD. Copy the map to your HL directory. To make sure the map still works, go to someone's surver running whatever map. If it says your map differs from the servers, you messed up. (See why you made that backup earlier?)

There's a decent tutorial also on the http://www.joe.to site. This is not "decompiling", which is an altogether different, and far less cherished practice. This is ripping the entities and placing a different set in. Similar, but very different.
