If you're unhappy about it then you should have no problem increasing the defense budget.

Is it possible that the allocated budget is being spent on the wrong things...?

Possibly, but from past experience, any money dropped into the defense budget for R&D will usually turn up positive outcomes for the civilian market. ie. lasers, internet, radar, sonar etc.

You're kind of missing the point baron.

R&D is good and all, but if we spend too much money on R&D and can't afford to give troops body armor, then what's the point?
