EDIT: still true in that it will give you better return than just stacking deathcaps. As far as stacking the item itself goes, I'm not 100% sure where the status of that stands. I used to see alot of heimers that stacked archangels... But that was a year and a half ago, and it's died down alot since that point.

His win counter is clearly bugged.
At first I was going to comment "that is some amazing support that many wins with so few kills" then I saw the "most played champions" and was like "ahh, another always-pick-random player!" then i noticed how quickly the games count dropped off on champions and finally "noob".
