Getting DCed with reserved slot

I've been getting disconnected from servers for not having a reserve slot when i actually do have one. not sure if this is the right place to post but i took a screen shot and everything

I do believe there is a tiered system to it. Top priority, and never kicked, are the admin slots, but only a few of those allowed at a time. Followed by donator slots, a.k.a. you drop a little money to keep things going and you get higher priority for the month. Then the standard reserved slot for just linking the steam account to forums. A tad frustrating, but that's how it is.

What Chester said is exactly right. At the time that da_man joined, you were sitting in spectator. Spectating clients are given the lowest priority since they're not actively participating in the game.
